So America's been at the party for a few hours now, probably drinking continuously since then. So he's had a few. And since he has had a bunch and European booze is always stronger obviously than the stuff he's used to (you'd think he'd know that by now? Or at least acknowledge it? fffft yeah okay) so obviously he's consumed more than he's used to. Again.
Now America lives on the 9th floor. He is also inebriated and would fail a sobriety test at a glance. So, there are a few options:
A) America staggers up nine flights of stairs. B) He makes Germany carry him. C) He sleeps in the hallway and wakes up on the roof with a tiger in his bed. D) He finds a random room to sleep in.
Obviously, since C would require more drunken characters involved, it is not an acceptable option. Walking up two flights of stairs sucks hardcore when you're drunk, so America is going to be like 'screw this noise' and just stare at the steps for a while.
Yeah, not happening.
So he'll kind of stumble around the hallways until he finds his game room or an empty room because why do all the doors look the same and why are they all locked, obviously there are numbers but reading requires thought and he can't think things now. Obviously, passing out on the floor is an acceptable solution. Especially since the floor is kind of comfortable after having a few, ngl.
