The Agent watches the crowd. She knows that, logically, she'll have to rest at some point in time, and she's curious which people realize that and are planning to leave when she's no longer at her post, and which ones don't and are considering rushing her.
She notices one of the younger residents creeping around, but she doesn't get the impression that the girl is a threat.
She goes back to watching the other residents.
And then hears the shutter go off.
Her eyes quickly find the girl, and the Agent raises an eyebrow. "Can I help you?"
Had the girl just taken her picture? Why would somebody take her picture? The girl's too young to be a spy, that's for certain. But then, the Black Widow program did train assassins from the time they were children. Yet she still doesn't think this girl is an agent of some sort. For starters, the Agent had noticed her.
