From that point on, Steve lets instinct take over, his arms lifting so that he can grip Bucky's shoulders, both flesh and metal, and hold them in place. Bucky sighs against his mouth and Steve makes a small, approving noise in response. He isn't going to do anything too bold with the kiss, but he does let his eyes fall closed as he moves his mouth against Bucky's, brushing their noses in the same motion.
